A plain summary of what is and is not allowed for visitors: buying, carrying, smoking and travelling with cannabis in Amsterdam and the Netherlands.
The short answer
Cannabis is not fully legal in the Netherlands, but buying small amounts in a licensed coffeeshop is tolerated for adults. As a visitor that means you can buy and use it within the limits below. It does not mean anything goes.
What you can do
- Buy up to 5 grams a day from a licensed coffeeshop if you are 18 or older.
- Use it inside the coffeeshop, on its terrace, or in another place where it is allowed.
- Carry a small amount for personal use. Around 5 grams is the tolerated amount.
What you should not do
- Buy on the street. Street dealers are illegal, and the products can be unsafe or fake.
- Smoke where it is banned. Some areas of the city centre, including parts of the Red Light District, ban smoking cannabis outdoors. Fines can be issued.
- Use it in public spaces such as shops, museums and transport.
- Drive after using cannabis. Drug driving is a serious offence.
- Take it abroad. Carrying cannabis across a border is illegal, including on flights and on trains within Europe.
Tourists and coffeeshops
Some Dutch municipalities have limited coffeeshop sales to residents. Local authorities decide, and rules can change. Check the current position for the town you are visiting before you travel.
Age and identity
You must be at least 18 to enter a coffeeshop. Bring an original photo ID. Shops can refuse anyone without it.
Hotels and accommodation
Many hotels do not allow smoking of any kind in rooms, and some charge a cleaning fee. Look for places that mention smoking balconies or terraces. See our hotels near coffeeshops for stays that suit smokers.
If something goes wrong
If you feel unwell after using cannabis, tell someone nearby and drink water. In an emergency call 112.
